I was reading at this hotel lounge, and when I came back from the bathroom, I had a note on my coat
"You are beautiful and if you are looking for an arrangement,, I'd like to hear from you and wrote his number"

My only thought is to throw away the note. The way the note says "arrangement" and not date or relationship is particularly sus. The whole thing reeks of prostution or human trafficking. I strongly advise you not to respond.
Not to spoil the flattery of that moment but I always wonder why the mysterious note men somehow can’t walk up to women directly and initiate a charming and gentle conversation. Now he’s the one being contacted by you, living out his hotel lounge fantasy and looking how easily you’re swayed by the thought of being found ‘beautiful’ by an unknown stranger. Zero risk, no social skill, neither investment on his part. Also what kind of starter is ‘you are beautiful’ anyway. Like he’s a car dealer leaving business cards on wind shields but I don’t think he’ll give you a good ‘arrangement’

I would have the note, looked up and given the most dirtiest/disgust look, crumpled the note, and harshly throw it the trash can. Whoever wrote you that note was still looking at you and waiting for a reaction.
He thought you were a prostitute because it is common for the single women who hang out in hotel lounges to commonly be prostitutes as a usual occurrence. I wouldn't be offended. Just be aware and decide accordingly if you want to keep doing that alone.

Text him to pay for another night and some room service, but don't let him in or have sex with him or text after other than "thanks."
